General Contract: Awarded To Kissick Construction with a bid of $4,891,062 ($4.9 Million) on July 23, 2019
After listening to citizen feedback that major street repairs were needed in Leavenworth, the City Commission decided to invest in a street rebuild for Thornton Street.
A design contract, with the intent to rebuild Thornton Street from 10th Avenue to Fifth Street was approved by the City Commission in June 2018. Affinis Corporation won the bid for a design contract. In December, Affinis briefed the City Commission on some possible options for the new street design. The $4.9 million Thornton Street project is three times the cost of the City’s annual street repair budget of about $1.3 million a year. To pay for the project, the City sold municipal bonds. The City Commission approved a bid for the general contract in 2019. The construction portion of the project will take two seasons and last into 2020. The design includes stripping the road surface down to the road bed, grading and smoothing the ground in some areas, adding geogrid fabric for stabilization, installing a new roadbed, new asphalt, new curbs and gutters, new storm drainage and new sidewalks. There was also a new traffic signal system installed at Second Avenue and Thornton, near Anthony Elementary School.
The construction required complete road closure for through traffic. Because of this, the City worked with contractors to complete the project in 3 phases.
- PHASE 1: Complete. UPDATE: On Dec. 9, 2019, Phase 1 at Maple, Thornton and Fifth Avenue was opened to traffic. Traffic control was then setup and closed phase 2 on Thornton Street from Fourth Avenue to Fifth Street. This also closed Second Avenue at Thornton. Work on Phase 2 will include removal and replacement of RCB under Thornton and Second Avenue. Complete road construction, sidewalks, curbs and gutters will be added. A new traffic signal will be installed at the intersection of Second Avenue and Thornton. We are waiting to add a final layer of asphalt to the entire project, so drivers will notice the road is slightly lower than the curb.
- Phase 2: Thornton Street from Fourth Avenue east to Fifth Street.
- Phase 3: This phase will require road closure of Thornton from 10th Avenue to Maple Ave. - with both intersections open to North-South traffic. COMPLETED December 2020.
